WASHINGTON (AP) - President Bush, on a campaign to open offshore waters to oil drilling, said Wednesday that the Democratic-run Congress was letting down the American people by refusing to allow votes on the matter.

The president again pinned the prospect of oil drilling off the coastline - considered a long-term energy solution - to today's high gas prices for consumers.

"The American people are rightly frustrated by the failure of the Democratic leaders in Congress to enact commonsense solutions," the president said.

Bush acknowledged that development of oil resources in waters off the coastlines, an area known as the Outer Continental Shelf, would take time. But he said that only creates more urgency for Congress to lift its legislative ban on drilling in these protected waters before lawmakers leave Washington for summer break.

Bush has already lifted an executive ban on offshore drilling that had stood since his father was president. It will have no effect unless Congress acts, too.

"All the Democratic leaders have to do is to allow a vote," Bush said. "They should not leave Washington without doing so."

The president gave essentially the same message on Tuesday to an audience of employees at a welding plant in Ohio. In his latest effort, his presidential prodding came with his Cabinet members standing behind him, in the Rose Garden. He had just met with them on energy and other matters.

Both Congress and the president, plenty aware of American anger about gas prices, are scrambling to show some action.

Congress has been in a stalemate over energy legislation, with daily sniping between parties over how to respond.

House and Senate Republicans have demanded a vote on opening new offshore waters - long off limits for environmental reasons.

But House Speaker Nancy Pelosi, D-Calif., has ignored calls by Republican leaders for a vote on lifting the drilling bans in Atlantic and Pacific waters, arguing that oil companies already have vast areas available for drilling but have chosen not to do so. The House was expected to take up a measure to counter oil market speculation on Wednesday, but under procedures that prevent Republicans from trying to attach an oil drilling measure.

The Senate has been considering a similar market speculation bill for more than a week, but has become embroiled in a partisan dispute over GOP demands that the legislation be opened to a string of other energy proposals, including expansion of offshore oil development. Majority Leader Harry Reid, D-Nev., offered to take up four Republican proposals, including a drilling provision. Republicans rejected the overture, demanding a broader debate and action on energy.

As lawmakers move toward their annual August recess at the end of the week, it has become increasingly unlikely that substantive action on energy will be taken in Congress before fall despite hours of congressional rhetoric and public outcries. Only recently have high gas prices begun to recede.

Punnisher - I don`t know how old you are but do you remember a comic book superhero called "The Phantom"? He was a creation of Lee Falk if you want to Google it up. He wore a ring with the same image of your` avatar. The same symbol was on his` belt buckle. There was also a movie made about him starring Billy Zane. Take a look.

good read casey, really. although i don't agree with the suggestion that your pictures make, the article is pretty good.

we should ALL be asking our ELECTED public servants this: what in the heck took you so long? and why are you delaying NOW?

seems that Bush is the ONLY ONE trying to knock down the roadblocks and get started.

we ALL need to hammer OUR elected public servants on this.....WHY WHY WHY are you delaying? the time is NOW to open the "flood gates" and start drilling here & now while we continue to look for other sources as well.

it doesn't make ANY sense to "sit on" one resource while doing nothing but talking about another, which is all congress is doing.

no wonder their approval ratings are in the tank. all they are doing is political posturing & wasting OUR money.

Okay, first off, this is an outright lie and Pelosi knows it.
In 1981 placed a moratorium on drilling off of the California shores. Congress enacted separate moratoriums for Cal Florida, California, New Jersey, North Carolina.
None of these bans covered what is called the Destin Dome. Destin Dome is a formation in the Gulf of Mexico. It's about 25 miles off of Pensacola, Florida. Experts say it has enough natural gas to supply a million homes for 30 years. Chevron leased the dome from the government promptly drilled three wells. They found 2.6 trillion cubic feet of natural gas. One problem. The lease only gave Chevron the right to drill....not produce the gas. So they could drill, but they weren't allowed to take it out. Cut to 1996 and Chevron submitted a plan that proposed drilling 21 wells. Two years went by and they were denied. The appeals dragged out all the way to 2000 (19 years later!). Eventually the government bought that area back for $115 million and placed a moratorium on the dome until 2011!
There are 140 actual leased tracks right now that oil companies have now but it's the same thing. They can lease, they can drill, but they can't produce.

So when people come out and say 'these oil companies already have these giant tracts of land' ask yourself and ask them, do they have the right to drill and produce on those lands. By the way, what did Chevron do? It took the $115 million. Instead of the 2.6 trillion cubic feet of natural gas, enough, for 30 years of natural gas, they took the $115 million refund and they invested it in a project in Angola where they're currently producing liquefied natural gas that has to be shipped from Angola to us.

Democrat or Republican, from Carter, Reagan, Bush sr, Clinton, Bush Jr and all the congresses that have failed to act. They've set the table for this energy issue and have continually pointed their fingers at others.

yes is a good post Casey. But dprin is right we all need to get on our reps and get something done here and now.

Very right it should of been done years ago. It is very much more than economics it is also safety. While we are stuck on outside imports we are at the mercy of some of our enemies. Not a good place to be.

If you don't want to be "at the mercy of the enemy", then we do not need to drill. We need to develop non-oil alternative fuels. Alternative Fuels are the only way to truly achieve energy independence.

Drilling here is unsafe and it will be years before we see anything. Instead of wasting time, we can start developing new energy.

CORRECTION, if you want to sever ties with the middle east and no longer worry about the enemy...DRILL HERE NOW!

I'm not saying that idea is wrong, however it is a longshot. History itself has demonstrated what a desperate OPEC will do. Right now as we speak, there are major companies attempting to develop synthetic additives that will increase the lifespan of oil. You have to stop and consider just how much of this country runs on oil and then think how many decades it will take to get off oil.

FALSE! Drilling is quite safe. The oil companies and many scientists have tried to advise congress that they can begin extracting oil in ANWR in as soon as 1.5 years. The whole "it will take 7 years" is a crock. It's the legislation that tends to take so long.

The time doesn't matter. Whether it is ten years or 1.5 years, gas prices will only change by a few cents. This according to government analysts. Corporations like Exon Mobil will continue making billions of dollars each quarter. We put two people with ties to oil in the highest offices of the country and what a shock, oil prices increased.

It is not worth the environmental risks to save a few cents on oil and to make big oil like Exon Mobil richer. It will take years to get off of oil, you are correct there, but we need to begin now. Drilling is not the answer, it's just covering a bullet wound with a bandaid. We need to start developing alternatives today.

Drilling is not safe. Just recently, an energy department official testified that "Katrina and Rita proved offshore drilling is safe for the environment because no damage was caused". That is completely incorrect. There was over 700,000 gallons of oil spilled as well as damage to pipelines.

Again, comletely false. Our prices have risen the way they have due to an increased demand in a global market which we now exclusively buy from. Naturally when you place yourself in a position to remove yourself from that market and create your own domestic market that is capable of sustaining itself for over 250 years, the global price is going to drop and the domestic market set will be extremely low.

Do you really know this little about the oil market? Take a look at the prices around the world right now. Notice that countries which drill for their own oil are not only paying dirt cheap prices for it but their economys are booming (Russia, China, etc). In shale alone, we can sustain ourselves for over a century without importing a drop. If you want to place blame on our oil prices, look to environmental regulation. The idea that ceasing oil imports and supplying ourselves exclusively will 'only drop the price by pennies' is a joke. Look what happened when just when Dubya removed the Executive Ban on oil drilling...the price dropped by a quarter a gallon (over $15 a barrel).

Of course they will, they're the biggest company in the world! Why shouldn't they make billions per quarter? Like I tell everyone else, if you're that offended by their profits, buy their stock. You too can partake in their profits.

As for the safety in drilling, look no further than Norway. Norway is one of the most environmentally concious countries in the world. They have been drilling for their own oil for quite sometime now. With the use of newer and safer drilling technology, Norway has yet to experience a major spill. The same can be said for Brazil. As for Katrina, what isn't reported is just how sound the clean up operations were. In addition, it should also be mentioned what percentage of those spills were attributed to US drilling.
No one's calling for domestic driling as a permenant solution. You do have to bridge the several decades to new technology though. Perhaps you'd rather wait for our economy to crumble a bit further before jumping on board.

In today's paper, the reports of Exxon Mobile are this: 11.7 billion in profits on 138 billion in sales.

That's 8%! Compared to other industries in this country, that's a pretty low number.

So, they are making only 8% of profit on 138 billion in sales.

If all you screamers out there STOP buying their products, their sales would reduce, thus their profits reduce. Isn't that what you are after? to reduce their "ridiculous" profits? This is how it's done, STOP buying their product! If you are still buying their products, YOU are helping them make this "ridiculous" profit........so quit yer whining and DO something about it.

i don't know about the rest of the conservatives casey, but it's becoming the NORM for me! LOL

I really wish it was as easy as you say. Unfortunately big oil has us by the boy bits. They know we need their product so they are going to stick it to us.

I am 70 yrs. old and I have never seen our country in such dire straits as it is today. I was born in W.Va., Grew up in Pa. with Bobby Vinton, and ended up in Oh. Back then, when you graduated from high school in W.Va.,Pa.,or Ky., you received a diploma and a road map to Ohio. I grew up in the 50`s and 60`s, so I know what really good times in our` country were. GOD BLESS AMERICA AGAIN !
